ADB's Work in the Philippines

ADB is assisting the Government of the Philippines in its immediate coronavirus disease (COVID-19) response measures, particularly in the health sector and structural reforms including labor and employment programs to aid post-pandemic recovery and overall economic resilience.

In 2021, more than half of ADB’s $2.2 billion total loan commitments to the Philippines focused on boosting the country’s health care service delivery amid the COVID-19 pandemic. This included $650 million in loans for two projects focusing on health system enhancement (HEAL2) and its additional financing. These helped the government procure life-saving COVID-19 vaccines for its national vaccination program. The COVID-19 vaccines purchased by the government using the HEAL2 loan comprised about half of the country’s total vaccine procurement in 2021. ADB also extended a $600 million policy-based loan to help the Philippines provide quality and equitable health services.

Forecasts are based on ADB's flagship publication, the Asian Development Outlook. Updated four times a year, it analyzes economic and development issues in developing countries in Asia and the Pacific.

Development indicators for Pakistan, including a selection of economic, environmental, and social indicators used globally to track progress toward the Sustainable Development Goals.

Results achieved are aggregate amounts of outputs and outcomes from operations reported in project completion reports and extended annual review reports circulated for the year.

Cofinancing operations enable ADB’s financing partners, governments or their agencies, multilateral financing institutions, and commercial organizations to participate in financing ADB projects.

South Commuter Railway Project

Once completed, the South Commuter Railway—a section of the North-South Commuter Railway—will offer commuters fast public transport, help to ease road traffic congestion, and contribute to a reduction in greenhouse gas emissions in line with the Philippines’ climate agenda.

Our goals and objectives

The Philippines Country Office (PhCO) was established to facilitate and monitor the impact of ADB's development agenda for the Philippines. We aim to

  • strengthen partnership with a wide range of stakeholders including the Philippine Government, non-government organizations, local government units, the business community, donor institutions, media, and civil society
  • improve the effectiveness of ADB's operations in the Philippines

Our objectives are to

  • strengthen ADB's client orientation and be more responsive to stakeholders' needs by providing more open communication channels
  • enhance ADB's visibility by promoting impact-oriented programs for the Philippines, and improving coordination with other development partners
  • improve ADB's information-sharing capacity to allow easier and faster access of accurate data and information by stakeholders and the general public
  • improve ADB's operations in the Philippines by
    • closely coordinating the design and implementation of ADB projects
    • monitoring and analyzing economic and social situations
    • preparing strategies for poverty alleviation
    • pursuing policy dialogues with the Government and other stakeholders.

Our functions

PhCO is responsible for

  • interacting and coordinating with ADB's development partners and stakeholders regarding ADB's operations and activities in the Philippines
  • conducting policy dialogues with the Government and other stakeholders to operationalize ADB's strategies, reform agenda, and programs for the Philippines
  • preparing country reports on the Philippines' economic and development issues and ADB's country operations
  • coordinating and strengthening partnerships with other external funding agencies to rationalize ADB's development strategy and programs for the Philippines vis-a-vis other agencies' initiatives
  • disseminating information on ADB's activities in the Philippines to stakeholders and the general public
  • coordinating with Government to closely monitor the ongoing projects portfolio and resolve problems related to project implementation
