The Transaction technical assistance (TA) will help the Government to develop a capacity to manage implementation and operation of the ensuing project, Davao Public Transport Modernization Project, and establish the institutional structures for project implementation and operations. The project is aligned with the following impact: inclusive mobility and accessibility of the mass transport network in Davao City improved (footnote 3). The project will have the following outcome: reliability, efficiency, and environmental impact of public transport improved. 3.The project will help to (i) finance the development of a modern bus system in Davao City, which will be operated with performance-based contracts, environmentally friendly with 380 electric buses, and designed friendly to elderly people, women, children, and people with disabilities; (ii) strengthen institutional capacity of the City and DOTr, and (iii) implement the social development .

Project Rationale and Linkage to Country/Regional Strategy

The project is the first intervention in the Philippine's road-based public transport. ADB supported Davao City by developing an urban transport plan under policy advisory TA. This plan laid the groundwork for the public transport system improvement program, including performance-based franchising arrangements, extension of the service coverage area and hours of operation, and traffic management improvements to prioritize bus services at critical points across the network. The designs and specifications are prepared under the Infrastructure Preparation and Innovation Facility (IPIF). The TA will supplement support from the IPIF, which is focusing on design and project management for works and goods contracts, with support in the road sector capacity development and project and wide area of implementation support.

In the Philippines, road based public transport has been operated privately and the intervention of the Government has been limited. However, the Omnibus Guideline issued in 2017 (footnote 10) requires the local public transport planning for issuance of franchises and aims to strengthen the intervention of the public sector. The project is the first city scale modernization following the guideline, and capacity of the Government needs to be strengthened.
