Laying the Foundations for Greater Resilience in Fragile and Conflict-Affected Situations

Preface

This initial Asian Development Bank (ADB) annual report on fragile and conflict-affected situations (FCAS) highlights ADB’s work in FCAS-classified developing member countries (DMCs) in 2021, with a special emphasis on ADB’s progress in implementing the Fragile and Conflict-Affected Situations and Small Island Developing States Approach (FSA). While the FSA also covers small island developing states (SIDS) that are not classified as FCAS, the scope of coverage of non-FCAS SIDS in this report is limited to the discussion of FCAS and SIDS portfolio results in Chapter 3.

This report focuses on the institutional aspects of ADB’s engagement with FCAS-classified DMCs in 2021—ADB’s progress against the benchmarks of the FSA Action Plan, 2021–2025. Future reports will focus more on the operational aspects of ADB’s work to apply differentiated approaches in FCAS. The operational work to apply fit-for-purpose approaches in FCAS, which predates the FSA by several years, is led by ADB regional departments, such as the Pacific Department and the Central and West Asia Departments.
