Summary

Southeast Asia is one of the world’s most disaster and climate change-affected regions economically and socially. Addressing policy challenges on governance approaches that cushion the financial impacts is crucial to achieve disaster resilience and advance the implementation of the Association of Southeast Asian Nations Disaster Risk Financing and Insurance Roadmap (ASEAN-DRFI).

Cohosted by ADBI and the Global Asia Insurance Partnership on the sidelines of the 25th ASEAN Insurance Regulators’ Meeting, with support from the Asian Development Bank and Thailand’s Office of Insurance, this workshop aimed to advance implementation of ASEAN-DRFI Phase 2. It highlighted financial protection strategies for public assets and feature a roundtable discussion on ASEAN DRFI priorities and action plans among ASEAN member countries and other policy makers and experts.

Objectives
  • Discuss disaster risk governance and insurance solutions under the ASEAN Cross-Sectoral Coordination Committee on Disaster Risk Financing and Insurance Roadmap
  • Promote financial protection for public assets in Southeast Asia through public-private collaboration
  • Explore effective policy strategies and priorities to expedite implementation of ASEAN Disaster Risk Financing and Insurance Phase 2
Target Participants
  • Senior government officials from 9 ASEAN member countries – Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Singapore, Thailand, and Viet Nam – as well as officers from the ASEAN Secretariat
  • Experts from international organizations, insurance commissions, and disaster management agencies
Output
  • Enhanced understanding of financial protection in public asset management and policy challenges for strengthening disaster resilience
  • Dialogue and cross-sectoral network building between government officials and experts in disaster risk financing and insurance
  • Policy recommendations for effective implementation of the ASEAN Disaster Risk Financing and Insurance Roadmap, focusing on financial protection
