Which countries does ADB lend to?

All ADB developing member countries (DMCs) are eligible for funding except those that have graduated from regular ADB assistance.

We determine the eligibility of DMCs to borrow from ordinary capital resources (OCR) at near-market terms, or at concessional OCR loan (COL) terms, or to receive grants from the Asian Development Fund (ADF). DMCs are classified based on their gross national income (GNI) per capita, and creditworthiness, in accordance with ADB’s classification and graduation policy.

See the types of assistance available for eligible countries in ADB's classification of developing member countries under ADB’s sovereign lending policies.
