ADB continues to be the leading multilateral development partner for Sri Lanka, providing support in transport, energy, and urban sectors, and expanding focus to developing railways and improving higher education.

The new policy focuses on the guiding principles and the exceptions to disclosure.

The investment program will improve the accessibility of the road network in Sri Lanka's rural areas, and thereby increase the involvement of the rural population in nationwide economic and social development. This document dated October 2017 is provided for the ADB project 50301-002 in Sri Lanka.

To increase solar power generation and speed up implementation of the Battle for Solar Energy program, the Government of Sri Lanka requested ADB to provide a credit line that would enable institutional and domestic customers to finance installation of solar rooftop PV generation facilities. The proposed project will construct about 5.4 kilometers of an elevated toll highway in the central area of Colombo between New Kelani Bridge and Galle Face through the Colombo port premises, and strengthen institutional capacity of operation and maintenance of toll roads. The proposed technical assistance will prepare a strategy for the strategic development of the railway transport sector and the multimodal integration of railway transport with other modes of transport. ADB's Public Communications Policy 2011 requires the translation of the project data sheet (PDS) for all loan, grant, and project preparatory technical assistance projects with concept papers approved after 2 April 2012. PDSs are translated into relevant national language(s) at key project milestones to ensure that relevant project information is provided to affected people and other interested stakeholders. ADB will support Sri Lanka's transition to upper middle-income country status through its country partnership strategy (CPS) 2018–2022.

The investment program will upgrade and maintain about 3,400 kilometers of rural access roads to all-weather standard; rehabilitate and maintain to a good condition about 340 km of national roads; and improve the capacity of road agencies with respect to road safety, maintenance, capacity development, contract management, and rural road design. The technical assistance will require total of 15 person-months of consulting services to help with project preparation. Individual consultants will be recruited to: (a) conduct a study on technical and regulatory aspects, and economic and financial implications of the solar rooftop power generation initiative, including lessons learnt from other countries on implementing solar rooftop projects; and (b) support the executing agency and ADB in conducting due diligence on technical, regulatory, financial management, financial and economic analyses, and relevant safeguards (mainly environment since solar rooftop installations will not have any involuntary resettlement and indigenous peoples impacts), as well as assisting executing and implementing agencies of the ensuing project with contracting strategy.
