Adrian Torres has over 23 years’ professional experience including more than 10 years in ADB. He has extensive experience in all aspects of public-private partnership (PPP) transactions. He joined ADB in 2010 as a Senior Finance Specialist in the Central and West Asia Department. In April 2012 he became a Senior PPP Specialist and in 2016, a Principal Finance Specialist.

Adrian joined the Strategy and Policy Department (SPD) in 2019 as a Principal Planning and Policy Specialist. Mr. Torres has represented ADB in a number of G20 International Financial Architecture working groups and promoted the bank’s nonsovereign operations, particularly in frontier markets. Adrian was Chair of SPD’s Blended Finance Committee.

Before joining ADB, he worked as a transaction advisor, policy advisor, debt provider, and principal investor in several large and complex PPP transactions. Mr. Torres has worked for ANZ Investment Bank’s Capital Solutions, Societe Generale’s project finance team, Westpac Institutional Bank’s Specialised Capital Group, and Ernst & Young Corporate Finance. He holds a master’s degree in Commerce from the University of Sydney and bachelor’s degrees in Civil Engineering and Business Administration from RMIT University.
