South Asia Subregional Economic Cooperation Operational Plan 2016–2025

Institutional Document | September 2016

The SASEC Operational Plan for 2016-2025 expands the program’s focus beyond intraregional cooperation to developing linkages with Southeast and East Asia, widening the scope of transport, trade facilitation, and energy cooperation.

The South Asia Subregional Economic Cooperation Program (SASEC) has been promoting cooperation through projects that drive economic growth and benefit the poor, focusing on transport, trade facilitation, and energy. SASEC is also pursuing transport and energy links outside the region, in cooperation with the South Asian Association for Regional Cooperation and the Bay of Bengal Initiative for Multisectoral Technical and Economic Cooperation.

This work is being guided by the SASEC Operational Plan 2016–2025, which is the program’s first comprehensive long-term plan. Economic and industrial corridor development, which will arise from improved connectivity, has been added as a priority initiative. The SASEC Operational Plan contains a long list of potential projects that could be implemented over the next 10 years as well as the subset of projects that could be funded by ADB.
