Mr. Norio Saito is the Director for the Urban Development and Water Division of the South Asia Department of ADB. He has more than 28 years of professional experience across Asia, including 14 years in ADB, primarily in urban development, water and sanitation management, climate change, environmental analysis, and implementing public-private partnerships. In his current position, Norio is responsible for a significant project lending and technical assistance portfolio involving the following ADB developing member countries: Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. His career includes the role of Deputy Country Director for ADB’s Viet Nam Resident Mission as well as senior positions with the Japan Bank for International Cooperation. He has a PhD in environmental science from Ibaraki University, Japan, a master of environmental management from Duke University, USA, and a bachelor of science in geography from the University of Tokyo, Japan.
