ADB’s Board of Directors approved in May 2019 a $2.75 billion facility for the Malolos-Clark Railway Project, a flagship project of the Philippine government under its "Build, Build, Build" infrastructure development program.

Established in 1966, it is owned by 68 members—49 from the region.
