Description

The project implemented in two phases. Phase 1 involved (i) the preparation of detailed designs and cost estimates, (ii) the preparation of bidding documents for the civil works contract, and (iii) community consultation to ensure that community feedback is factored into the final design and costing. Phase 2 consists of (i) physical rehabilitation of the project schools, and (ii) strengthening the capacity of MOET and communities for build-back-better execution, safer construction, disaster risk reduction and preparedness, and maintenance planning.



The impact will be accelerated social recovery in Vanuatu's cyclone-affected provinces. The outcome will be critical social services resumed with disaster-resilient infrastructure. The project has two outputs: (i) schools in Tafea Province are rebuilt and/or upgraded, and (ii) the capacity of communities and MOET management for disaster risk reduction and disaster preparedness is strengthened. The recovery work is to be completed within 24 months.
Project Rationale and Linkage to Country/Regional Strategy On 12 March 2015, category 5 tropical Cyclone Pam struck 22 islands of Vanuatu, leaving behind significant damage. On 25 August 2015, ADB received a request from the government for emergency assistance. It was to support post cyclone recovery and rehabilitation efforts in the education sector, with an emphasis on school infrastructure. One of the more remote provinces with five islands, Tafea Province was prioritized because it suffered the most damage in the education sector, and rehabilitation is focussed on one island because this would be the most cost-efficient solution.

Project Outcome
Description of Outcome Critical social services resumed with disaster-resilient infrastructure
Progress Toward Outcome Construction commenced in September 2018 and is due for completion in August 2019. A midterm review in August 2018 revealed that expanded facilities at only four schools could be provided within the budget after one school received alternative funding. A minor change is being processed to reflect this.

Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1 is being achieved. Number of schools revised to 4 due to one school being completed through funds from a separate donor. A minor change is being processed to reflect the change in number of schools. The bidding documents allow for new buildings which are dormitories, administration /library buildings and dining halls are provide and will service both genders. Likewise support services such as showers, toilets, water tanks, hand wash/ rain water collection and emergency stores are also provided. All review comments were included within the bidding documents.

Output 2 is being achieved. Community workshops were held in 2017 and 2018 to (i) consult communities on site layout and design features, and (ii) HIV/Aids pre civil works contractor mobilization. During 2019, the NGO will be carrying out 8 workshops related to Disaster Risk reduction, management and planning across the 4 schools/communities. Record of participants will outline the spread between female and male. Survey of attendees are being undertaken at each workshop and the team will continue to invest effort to ensure over 40% attendance by women.

Summary of Environmental and Social Aspects
Environmental Aspects The project is classified as category B for environment. Reconstruction of buildings and facilities at five existing school sites is expected to have limited, only site-specific and, in most cases, temporary adverse impacts on the environment, which can be readily mitigated and managed through a construction-focused environmental management plan. An environmental assessment and review framework (EARF) was prepared for the project in accordance with ADB's Safeguard Policy Statement (2009) and has been posted on ADB's website. The contractor's approved CEMP is being followed.
Involuntary Resettlement The project is classified as category C for involuntary resettlement and indigenous peoples based on ADB's Safeguard Policy Statement (2009). The project is not expected to involve physical displacement or involuntary acquisition of land. The schools will be rebuilt on their existing sites, with some additional adjacent land to be sought in consultation with the community, landowners and MOET. Any subproject activity that would require involuntary resettlement will be excluded.
Indigenous Peoples The project is classified as category C for indigenous people as it is not expected to impact any distinct and vulnerable groups of indigenous people. The beneficiaries in the project areas are mostly Melanesians, native people of Vanuatu. The outputs will be culturally appropriate. Any subproject activity that would affect indigenous people will be excluded.
Stakeholder Communication, Participation, and Consultation
During Project Design A capacity development component will be included to ensure engagement of communities and nongovernment organizations (NGOs) during design and reconstruction. A further focus is on training for communities on (i) how to maintain the new facilities and (ii) disaster risk management in case of future disasters.
During Project Implementation A stakeholder engagement plan will be prepared based on participation methods that have worked well in other projects. It will provide guidelines for the project management unit and other relevant government agency staff, contractors, beneficiaries, and other stakeholders to enable them to communicate and consult with each other effectively, inclusively, and transparently and to ensure that effective participation occurs during design and implementation. This will rely heavily on the knowledge and support of an NGO familiar with the education sector in Vanuatu.
Business Opportunities
Consulting Services Advance contracting will be used for recruiting the design and supervision consultants.
Procurement The procurement of goods and works, and the recruitment of consulting services will be carried out according to the simplified and expedient procedures permitted under ADB's Disaster and Emergency Assistance Policy (2004), Procurement Guidelines (2015, as amended from time to time), and Guidelines on the Use of Consultants (2013, as amended from time to time). There will be multiple civil works contracts, using international competitive bidding, with one lot for each site.
