Viet Nam: Climate Adaptive Integrated Flood Risk Management Project
The project will support the government to achieve the outcome: effective and sustainable flood risk management systems made operational and well maintained. Project Rationale and Linkage to Country/Regional Strategy | Viet Nam is among the countries most vulnerable to climate change owing to its long coastline, population concentration in low-lying large delta areas, and economic dependence on sectors that are vulnerable to climate change. According to the global climate risk index, Viet Nam ranks sixth worldwide for climate risk exposure. From 2001 to 2010, climate-induced disasters resulted in 9,500 deaths and missing persons and annual damages of about 1.5% of the GDP. By 2050, Viet Nam will face (i) increasing rainfall in the rainy season by about 4.1% in the north delta; and (ii) rising sea level by 30 centimeters, compared to the average for 1980-1999 period. It is estimated that over 70% of the population is already exposed to climate change-induced extreme weather events, particularly floods. Climate-induced floods in the two deltas have particularly led to significant economic and social losses while flood protection infrastructures are insufficient and flood preparedness is low. In the Red River Delta since 2009, 150 people perished in floods that also destroyed 1,600 houses and damaged 56,000 hectares of agriculture lands. Reported estimated damage amounted to $385 million. In the Ma River Basin, more than 300 people perished; 1,940 houses were destroyed; and 68,000 hectares of agriculture lands were damaged over the same period. Reported estimated damage was $1,750 million. There are mainly three problems to be resolved for strengthening flood risk management in two deltas: (i) weak coordination and planning capacities for flood risk management; (ii) insufficient flood protection infrastructures; and (iii) low flood preparedness. |
