Summary of Environmental and Social Aspects
Environmental Aspects The proposed project will construct climate resilient urban infrastructure to enable sustainable socio-economic growth and improve living standards for 153,000 people. The project will help Ha Tinh City become more livable, adapt to climate change, build the city's climate and disaster resilience, enhance environmental sustainability, strengthen governance and institutional capacity and promote gender equality and the empowerment of women. None of the proposed infrastructure is located in legally protected areas or areas recognized for their biodiversity value. Hydrological modeling on the flow regime of Rao Cai and Cay rivers as well as Ke Go Reservoir will be processed to check flooding scenarios and support for the design of drainage system, retention reservoirs and pumping stations to tackle the city's flooding problems. The project will bring long-term positive environmental impacts during its operation by reducing water inundation, pollution and waterborne diseases in Ha Tinh City. Any potential negative impacts would mainly be generated during construction. The risks can be mitigated using proper engineering designs and construction management measures that will be required in the environment safeguards documents to be prepared following ADB's Safeguards Policy Statement (2009). Climate change risks such as typhoons and flooding will be assessed and mitigation measures will be identified in the climate change assessment linked document. Climate resilience and disaster risk reduction measures will be incorporated into the detailed engineering designs of the project.
Involuntary Resettlement The infrastructure works will be undertaken mainly within existing alignments and will required limited land acquisition. There may be new construction in some sections. Involuntary resettlement category A is proposed because preliminary investigations indicate that land acquisition may affect up to 276 households, with about 35 households needing to be relocated and 180 households who may lose more than 10% of their total agricultural land. A resettlement plan will be prepared to elaborate displaced person's entitlements, the income and livelihood restoration strategy, institutional arrangements, monitoring and reporting framework, budget, and time-bound implementation schedule. The resettlement plan will be prepared following ADB's Safeguards Policy Statement (2009) and government regulations. The resettlement plan will be updated and confirmed for implementation upon the completion of detailed engineering designs.
Indigenous Peoples The project areas are inhabited by Kinh people and no ethnic minority communities are affected by the project or among the beneficiaries. In line with the SPS and available information, the project is classified as "Category C" for indigenous peoples.
