Timor-Leste: Timor-Leste Public Transport Project
The proposed Timor-Leste Public Transport Project (TLPTP) will support the Government of Timor-Leste's planned public transport agenda to provide (i) a high-quality, sustainable public transport system that meets the needs of users for safety, comfort, security, convenience, affordability, accessibility, and availability, and (ii) a transparent and stable regulatory environment that encourages ongoing private sector investment and operations._The TLPTP is planned to transform interurban land transport and strengthen the position of Dili, the country's capital city, as the transport hub by integrating bus routes and providing convenient and comfortable bus terminals. The TLPTP will be aligned with the following impact: social equality and national unity promoted by having improved connectivity for all in Timor-Leste. The project will have the following outcome: reliable, resilient, and sustainable public transport services provided and access to public services and economic opportunities improved.

Project Rationale and Linkage to Country/Regional Strategy | While private sector provides public transport services, the role of the public sector has been defined to licensing, providing basic vehicles, registration of vehicles, and ensuring road safety requirements. Inadequate infrastructure and services have been pointed out as part of the hurdles to broader economic diversification and private sector development in Timor-Leste._The project will help provide adequate public transport infrastructure and enforcement of public transport regulations to support private sector participation in public transport. The project is aligned with Strategy 2030 by contributing to achieving the operational priorities (OP) such as: (i) addressing remaining poverty and reducing inequality (OP1), (ii)_accelerating progress in gender equality (OP2), (iii) tackling climate change and disaster resilience and enhancing environmental sustainability (OP3), (iv) making cities more livable (OP4), and (v)governance and institutional capacity (OP6). | ||||
