The proposed subproject will expand ADBs ongoing Water Operators Partnerships (WOP) program that was launched in 2007._As of December 2021, 80 WOPs have been supported in 21 countries supporting around $1.1 billion worth of ADB-supported investments in water supply and sanitation. The WOP program helped developing water and sanitation operators improve service coverage and delivery, financial sustainability, and other aspects of their performance.

Project Rationale and Linkage to Country/Regional Strategy The proposed Water Organization Partnerships for Resilience (WOP4R) to be implemented through the subproject will build on the success, and factor in lessons learned from the WOP program. Through twinning partnerships, WOP4R will support water entities to become more sustainable, more inclusive, and more resilient, so they are better prepared to address water security challenges, better equipped to tackle increasing climate change and disaster risks, and better prepared for any pandemics in future, such as the ongoing Corona virus (COVID-19) pandemic.
