Lao People's Democratic Republic: Improving the Quality of Health Care Project

The proposed project will support the efforts of Ministry of Health in Lao People's Democratic Republic (Lao PDR) to improve health system capacity of delivering high-quality health care services. While the country has made steady progress in improving access to health care through expansion of service networks and financial protection to the poor and vulnerable, health indicators and utilization of health services remain low in comparison with neighboring countries. Improving the quality of health care is a top challenge for further progress towards universal health coverage._The project will deliver four outputs: (i) governance mechanism for quality assurance and continuous quality improvement enhanced; (ii) health human resources strengthened for delivery of quality health services; (iii) quality and management of health facilities boosted; and (iv) project management and monitoring supported.

Project Rationale and Linkage to Country/Regional Strategy The project is in line with the Asian Development Bank Strategy 2030 operational priorities to (i) address remaining poverty and reducing inequalities, as health improvement is associated with improved economic opportunities, and (ii) accelerate progress in gender equality._It also directly contributes to Country Partnership Strategy for Lao PDR (2017-2020) Strategy Priority 2 (enhanced human development), and is included in the Country Operations Business Plan (2019-2021).
Impact

Progress towards universal health coverage by 2025 and achieving sustainable development goal 3 (ensure healthy lives and promote well-being for all at all ages) by 2030 accelerated.
