Regional: Remittances for Inclusive Development: Improving Data and Analysis on the Financial Literacy and Inclusion of Migrants and their Families in Selected Southeast Asian Countries
This knowledge and support technical assistance (TA) will generate policy-relevant knowledge in the areas of remittances and financial literacy and/or inclusion of migrants and the remittance recipients in selected countries of Southeast Asia. It will generate unique, survey-based longitudinal data on remittance inflows, financial literacy, and behaviors on remittance transfer and utilization among migrants and the remittance recipients/family members in the subregion. In addition, the TA will support impact evaluations of technology-assisted financial literacy programs targeting migrants and their family members. The TA knowledge outputs will support policy decision-making to design better financial literacy programs for migrants and remittance recipient families.

Project Rationale and Linkage to Country/Regional Strategy | Asia and the Pacific is the source region of almost 93 million international migrants in 2020, comprising one-third of the global stock. The Southeast Asia subregion hosts some hotspots of cross-border labor migration, including the Philippines where over 2.2 million Filipino workers were deployed for overseas employment in 2019 before plummeting due to the COVID-19 pandemic. The Greater Mekong Subregion hosts over 3.6 million migrants in 2020, largely those moving into Thailand for work from neighboring Cambodia, Lao PDR, and Myanmar. The large migrant population in these countries sending remittances to home countries can potentially generate investments and increases in economic well-being of migrants and the economy as a whole. However, this potential is largely untapped because of the low financial literacy of the migrants and their families. This TA would like to bridge this gap by generating survey-based longitudinal data on remittance inflows, financial literacy, and behaviors on remittance transfer and utilization among migrants and recipient-family to better understand the sector. The aim is to provide increased knowledge to better design appropriate policies in support of improved financial literacy programs with the end in view of promoting productive investments among migrants and their families. | ||||

Consulting Services | Individual and firm consultants will be recruited to provide international and/or national consulting inputs as required. Firm consultants will be recruited using quality- and cost-based selection, consultants' qualification selection, fixed budget selection, or single-source selection. Subject to approval of the Procurement, Portfolio, and Financial Management Department for contract amounts higher than $100,000, single-source selection will be utilized when the proposed engagement is a continuation of previously initiated work and/or there is only one firm with capacity to deliver the proposed tasks. Nonconsulting services for separately contracted data collection will be procured using open advertisement, limited competitive bidding, request for quotation, or single source selection. Support by editors and layout artists will be through individual consulting and nonconsulting services. ADB will engage the consultants and carry out procurement following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. |
Procurement | Equipment and datasets or licenses to use certain databases may be purchased during TA implementation. Procurement will follow the ADB Procurement policy and Procurement Regulations for ADB Borrowers (2017, as amended from time to time). Where applicable, the TA team will coordinate with ADB's Procurement, Portfolio and Financial Management Department and Information and Technology Department before purchasing equipment and datasets and signing data-use agreements with DMC statistical agencies and third-party database providers. Disbursements under the TA will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2020, as amended from time to time). |
