Description The proposed Enhanced Water Security Investment Project will support the Government of Indonesia to improve selected dimensions of water security (economic water security and resilience to water-related disasters). The project will promote an integrated water resources management approach to: (i) improve water resources planning and management to meet rising demands for domestic, municipal, industrial and irrigation water; (ii) minimize spatial and temporal variations in water availability; and (iii) increase resilience to climate change.
Project Rationale and Linkage to Country/Regional Strategy

Although the national water security index progressed from 40.9 (over a scale of 0-100) in 2013 to 49.8 in 2016, Indonesia is still at risk. The country is deficient in certain dimensions of water security, especially in household water security, urban water security, and resilience to water-related disasters, for which progress has been slow. This slow progress is affecting economic development and poverty reduction.

The project is aligned with the government strategies and with the priorities of ADB country partnership strategy 2020-2024 for Indonesia. The project is included in the ADB's country operations business plan, 2020-2022 for Indonesia. The project is aligned with the Water Operational Plan 2011-2020 and to the Climate Change Operational Framework 2017-2030. The project will help achieve sustainable development goals 6.4, 6.5 and 13.

Environmental Aspects The project is classified as Category B for environment. Subprojects classifying as Category A and subprojects with activities described in ADB's Prohibited Investment Activities List shall not be eligible for financing under the project. Subprojects will not be undertaken in protected areas including those either legally protected or officially proposed for protection. Screening criteria will be defined in the Environmental Assessment Review Framework (EARF). Anticipated impacts are insignificant, site-specific and temporary, mainly during construction stage, and can be readily addressed through effective implementation of Environmental Management Plan (EMP) to be prepared based on environmental assessment, as a part of Initial Environmental Examination (IEE).
Involuntary Resettlement The project is classified as category A for involuntary resettlement (IR) because the project is likely to have significant impact on IR. A Resettlement Framework will be prepared for sector project and a Land Acquisition and Resettlement Plan will be prepared for any subproject triggering involuntary resettlement safeguard. Implementing agencies will screen subprojects early to identify past, present, and future land acquisition and resettlement impacts and will adopt measures to avoid category A or minimize these impacts.
Indigenous Peoples The project is categorized C for Indigenous Peoples (IPs), because the project is likely to have limited impact (positive and negative) on IP or customary communities.
