Description The proposed program takes a policy-based lending (PBL) modality and provides a stand-by credit facility which can be drawdown by the government when a significant disaster occurs. The Program will help the government to improve fiscal resilience to minimize economic impact from disasters and pursue sustained economic growth.
Project Rationale and Linkage to Country/Regional Strategy The program provides a stand-alone, stand-by contingent credit facility to enable the government to swiftly respond to disasters. The policy-based lending modality is suitable as the policy conditions can ensure the government to institute an appropriate fiscal and disaster management framework as a prerequisite to access to the facility.
