Regional: Strengthening Vocational High Schools in South Asia
Vocational high schools have the potential to improve employability, productivity, and livelihoods of young workers in developing member countries (DMCs). However, since the pandemic the quality of learning at the vocational high schools in DMCs have dropped due to difficulty in delivering practical training. Republic of Korea's vocational high school system played most important role in its economic development and can be a good example for DMCs. The TA will strengthen vocational high schools in South Asia DMCs by providing students and teachers in South Asia DMCs with the opportunity to visit Seoul's vocational high schools and organizing knowledge sharing activities.

| Description | Vocational high schools have the potential to improve employability, productivity, and livelihoods of young workers in developing member countries (DMCs). | Project Rationale and Linkage to Country/Regional Strategy | Seoul Metropolitan Office of Education (SMOE) will provide vocational high school students and teachers from 6 South Asia DMCs with study visits from 2023 to 2025. The participants will attend one-week workshops held at vocational high schools in Seoul and during the workshop, DMCs' students and Korean students conduct joint projects on specific topics. After the workshops Korean students and teachers will have follow-up visits to 6 South Asia DMCs. ADB will engage individual consultants to provide international and national consulting input. The international consultant will carry out knowledge sharing events for the dissemination of knowledge products related to the Republic of Korea's vocational high school system. National consultants will be contracted to conduct a diagnostic study on each DMC's vocational high school system. The outputs of the TA are (i) skills and employability of DMCs' youth strengthened; (ii) capacity of DMCs' vocational high schools enhanced. |

| Consulting Services | ADB will engage consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. Consultants will be recruited individually because (i) they will operate in different countries, (ii) the timing of engagement will differ between countries, (iii) they will work and generate outputs independent of one another, and (iv) consultant management will be performed by staff of the SAHS. TA-financed software, goods, equipment, and consumables will be procured through consultants engaged by ADB. |
