Mongolia: Preparing the Education Sector Results-Based Lending Program

The transaction technical assistance will help the Ministry of Education and Science undertake results-based lending program (RBL) due diligence, develop capacity for program implementation, and provide education policy and advisory expertise. The scope of due diligence includes a range of technical assessments including program soundness, expenditure and financing, and results; and institutional and system assessments that cover the monitoring and evaluation system, fiduciary systems, and safeguard systems. The due diligence should confirm that the conditions for successful RBL are met, including a robust government program and expenditure framework; strong government ownership; sound procurement, financial management, anticorruption, and safeguard policies; and effective risk mitigation.

Project Rationale and Linkage to Country/Regional Strategy The proposed program is closely aligned with the country partnership strategy (CPS) for Mongolia, 2021-2024 and its strategic priority of fostering inclusive social development and economic opportunity. The program also touches on all five CPS thematic priorities: gender equality, digital transformation, private sector participation, institutional capacity and governance, and civil society engagement. The program supports three ADB Strategy 2030 operational priorities: addressing remaining poverty and reducing inequalities, accelerating progress in gender equality, and strengthening governance and institutional capacity . ADB involvement in the program will add value along four main dimensions: results, innovation, institutional development, and knowledge. This is the first use of RBL in Mongolia, and the modality will promote a strong results and reform culture, providing incentives for performance that otherwise may be missing in the government's broader program. Other innovative aspects will include (i) demonstrating quality learning environments and interventions to be scaled up; (ii) introducing international good practices and innovative preprimary education and TVET solutions; and (iii) transforming learning through technology and digital education to empower students and teachers, especially in the context of learning loss recovery. The program will emphasize generating and disseminating knowledge solutions.

During Project Design The main stakeholders are government and nongovernment agencies and development partners in the education sector; and the main beneficiaries are all current and future Mongolian preprimary and TVET students and their families. The results-based lending program boundary is time and subsector slice of the Education Sector Medium-Term Development Plan (ESMTDP). Developing the ESMTDP and its detailed activities and indicators was an intensive 2-year effort involving a large team of government officials, nongovernment and civil society organizations, academics, and researchers.
During Project Implementation Implementation of the ESMTDP, and the proposed program, will be coordinated through the Local Education Group of development partners chaired by the MES together with the Embassy of Japan.
Business Opportunities
Consulting Services ADB will engage (i) an international consulting firm or nongovernment organization (at least 5 person-months of international key experts and 22 person-months of national key experts) using quality-based selection method, simplified technical proposal, and performance-based contract; and (ii) an international education RBL program specialist (8 person-months) using individual consultant selection method.
