The Issyk-Kul Environmental Management and Sustainable Tourism Development Project will: (i) improve public and environmental health conditions of the Issyk-Kul Lake area by supporting sanitation and environmental services in Cholpon-Ata; (ii) enhance livability and tourism by developing green, climate-resilient, safe, and inclusive spaces, including universal access for people with disabilities and the elderly; and (iii) boost economic recovery post coronavirus disease (COVID-19) pandemic through promotion of inclusive and sustainable tourism development. The project will also contribute to increasing women's access to work, with positive spillover to the overall Issyk-Kul Lake area and the Almaty-Bishkek Economic Corridor (ABEC) region.

Description The Issyk-Kul Environmental Management and Sustainable Tourism Development Project will: (i) improve public and environmental health conditions of the Issyk-Kul Lake area by supporting sanitation and environmental services in Cholpon-Ata; (ii) enhance livability and tourism by developing green, climate-resilient, safe, and inclusive spaces, including universal access for people with disabilities and the elderly; and (iii) boost economic recovery post coronavirus disease (COVID-19) pandemic through promotion of inclusive and sustainable tourism development. The project will also contribute to increasing women's access to work, with positive spillover to the overall Issyk-Kul Lake area and the Almaty-Bishkek Economic Corridor (ABEC) region.
Project Rationale and Linkage to Country/Regional Strategy The project builds upon ongoing efforts of the ADB funded Issyk-Kul Wastewater Management Project which is improving the wastewater services in two lakeshore cities of Issyk-Kul Lake, Balykchy and Karakol, with the primary objective of reducing the water lake pollution. Similarly, the project will address the environmental degradation of the lake and pollution of the area, by shifting from previous narrow sector focus to a more holistic approach, which integrates environmental improvements with tourism facilities and livable cities infrastructure (indicated in the Almaty Bishkek Economic Corridor [ABEC] Tourism Master Plan in Cholpon-Ata). The project then will support: (i) the rehabilitation of wastewater treatment plant and the primary pumping stations in Cholpon-Ata; and (ii) the upgrading of the touristic spots and areas by providing quality access, public utilities and safety upgrades such as signage, fencing, last-mile water and electricity provision, drainage, streetlights, gender-sensitive public toilets, solid waste management, and improvement of waste and wastewater management at tourism sites and for hotels and guest houses. In addition, all the tourism infrastructure that have been identified in the ABEC tourism Master Plan such as walkways, cycle paths, park development, and conservation of natural and cultural areas, visitor centers, and others are proposed to be implemented under the project. The project will provide support to both executing agency and implementing agency and other relevant national agencies and departments to (i) strengthen the capacity of staff on tourism policy and planning, and O&M practices for the environmental facilities; (ii) establish a women's training program to support women's empowerment and education training in tourism industry and (iii) support for the micro, small, and medium enterprise development.
