Project Rationale and Linkage to Country/Regional Strategy

Despite ongoing support and assistance to executing and implementing agencies in the Kyrgyz Republic, the overall performance of the portfolio still needs to be improved. The disbursement ratio increased from 8% in 2019 to 14.5% (excluding PBL) in 2021, but still remains below the ADB and CWRD average (21.4% and 18.8%). The contract awards ratio raised from 4.2% in 2019 to 38.3% in 2021. Percentage of the projects rated actual or potential problem has been reduced from 30% in 2019 to 15% in 2021.To continue improving these ratios, several large ongoing contracts need to be efficiently supervised on sites and ongoing contract management must be improved. Continuous staff turnover is a major issue at executing agencies, implementing agencies, and project implementing units (PIUs) which necessitates continuous capacity building and training on procurement, project management, financial management, safeguards, and monitoring. Technical assistance is needed to provide rapid hands-on support for project implementation, supervision support and management, and develop and deliver training and capacity building to improve performance.

The government and ADB should conduct a strategic review of the key sectors in which ADB provides support in the Kyrgyz Republic and identify areas where additional knowledge and best practices should be applied to solve emerging problems, such as lack of human resources, preparing sector development plans and priorities, addressing corruption risks, management reform and safeguards issues. The proposed SSTA will continue supporting sector reviews to identify capacity constraints, knowledge and capacity building needs in the sectors in which ADB operates and enable KYRM to follow up these needs assessments with workshops, outreach and capacity building events to improve the performance of the ADB portfolio in increase responsiveness and relevance of ADB support.
