Georgia: Preparing the Improving Learning Outcomes in Secondary Education Sector Development Program

The ensuing program, Improving Learning Outcomes in Secondary Education, is a proposed sector development program aligned with the Government of Georgia's objective of ensuring individuals reach their full potential and contribute to the social, economic, and cultural development of Georgia as a sustainable knowledge-based society and strong civil society._The program's outcome will be secondary education system better equips the country's youth with the core competencies to succeed in post-secondary education and higher-productivity jobs of the future. This will be achieved through three outputs: (i) equitable access to high-quality and diversified secondary education enhanced; (ii) quality and relevance of teaching in secondary education enhanced; and (iii) governance and institutional capacity of secondary education system strengthened. The proposed program is expected to be financed with $150 million loan from Asian Development Bank (ADB) ordinary capital resources.

This will be achieved through three outputs: (i) equitable access to high-quality and diversified secondary education enhanced; (ii) quality and relevance of teaching in secondary education enhanced; and (iii) governance and institutional capacity of secondary education system strengthened. The proposed program is expected to be financed with $150 million loan from Asian Development Bank (ADB) ordinary capital resources. It constitutes a program loan of $50 million and a project loan of $100 million.
Project Rationale and Linkage to Country/Regional Strategy Several challenges inhibit Georgia's secondary education system from equipping the country's diverse youth with the/core competencies to succeed in higher education and/or higher-productivity jobs of the 21st/century. Participation in general education is high (98% in 2018) but learning outcomes are weak; Georgian students are among the lowest performers of all countries participating in the Programme for International Student Assessment (PISA). Schools are small and ineffective with low enrollments in rural areas and overcrowding in urban areas. The government has approved a new third generation curriculum that meets international good practices, but does not yet have a road map and plan to manage its rollout. Teachers are poorly prepared, are few in numbers teaching full-time at schools, and lack motivation and accountability. Teaching practices are outdated and have not been updated and upgraded to match the new curriculum. The per capita voucher model of funding public schools is inefficient and ineffective. It does not provide schools with predictable funding to plan, nor provide incentives or set accountabilities for schools to help enrolled students reach educational outcomes. A range of systemic issues, from the accessibility of facilities for people with disabilities to the university admission system, perpetuate inequitable access for students from disadvantaged backgrounds and minority groups. The government lacks evidence on which to base policies and initiatives to improve student learning outcomes and equitably and effectively allocate graduates onto a suitable post-secondary pathway.
