Georgia: Support to Health Sector Enhancement Program

To support the Government of Georgia in its vision to further enhance the health sector and implement its national health strategy, ADB and the government will prepare the proposed Health Sector Enhancement Program. The program will provide a stand-alone policy-based loan comprising two tranches amounting to a total of $50 million from ADB's ordinary capital resources. The program is aligned with ADB's Strategy 2030 and is consistent with ADB's country partnership strategy for Georgia, 2019-2023 to support the government's development priority for human capital development. The program's expected impact is improved access to quality and affordable primary health care (PHC) and specialized and diagnostic services, especially for women, the poor, and disadvantaged population groups.

Description To support the Government of Georgia in its vision to further enhance the health sector and implement its national health strategy, ADB and the government will prepare the proposed Health Sector Enhancement Program. The program will provide a stand-alone policy-based loan comprising two tranches amounting to a total of $50 million from ADB's ordinary capital resources. The program is aligned with ADB's Strategy 2030 and is consistent with ADB's country partnership strategy for Georgia, 2019-2023 to support the government's development priority for human capital development. The program's expected impact is improved access to quality and affordable primary health care (PHC) and specialized and diagnostic services, especially for women, the poor, and disadvantaged population groups. The program's outcome will be achieved by implementing policy actions in four reform areas: (i) benefits and clarity of benefits offered to the population for PHC, specialized outpatient and diagnostic services increased and financial access barriers reduced; (ii) service provision across levels of care through enhanced strategic purchasing improved; (iii) digital information systems, necessary for more efficient management of health care programs, and public financing for the health sector improved; and (iv) governance and accountability for the quality of delivered services improved.
Project Rationale and Linkage to Country/Regional Strategy The TA will help the government prepare and implement the sector reform program to enhance the effectiveness, efficiency, and financial sustainability of Georgia's health sector to be able to provide improved access to quality and affordable PHC and specialized and diagnostic services, especially for women, the poor and disadvantaged population groups. The TA is justified given the scope of the program. The TA will support (i) due diligence and the assessments required during program processing; (ii) provide technical support and advisory services to implement the policy actions; and (iii) enhance capacity in the key topics of health financing, digital health solutions, and climate change through semi-annual knowledge exchange events. The program is a 2023 firm deliverable in the lending program for Georgia.

During Project Design ADB will administer the TA. The Social Sector Division of ADB's Central and West Asia Department will select, supervise, and evaluate consultants.
During Project Implementation The executing agency is Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs. The proposed implementation period is 2022-2025.
Business Opportunities
Consulting Services ADB will engage consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. For the preparation and implementation phases of the program, ADB will engage a consulting firm for 44 person-months of international experts (20 person-months) and national experts (24 person-months). A pool of international and national experts will be additionally engaged to support design and implementation activities of the ensuing program on an as-needed basis using the unallocated amount and contingencies.
