Azerbaijan: Supporting Public Sector Governance Reform

1. A transaction technical assistance (TA) is proposed to support the implementation of the Post-Program Engagement Framework (PPEF) of the Azerbaijan: Improving Governance and Public Sector Efficiency Program (IGPSE) Subprogram 2. This will help avoid any loss of reform momentum and support the Government of Azerbaijan (GOA) in delivering on its commitment (reflected in the Loan Agreement for Subprogram 2) to deploy its best efforts to carry out the PPEF. Through this TA, the ADB will be able to flexibly provide strategic policy advice to the GOA in the implementation of rules-based fiscal planning, in state-owned enterprises restructuring and strengthening of private sector participation, and in enhancing access to finance and improving the business environment to small and medium-sized enterprises. The reforms included in the PPEF and to be supported by the proposed TA are, in general, a natural sequence of the reform achievements under the IGPSE Subprogram 2.

Description 1. Project Rationale and Linkage to Country/Regional Strategy 2. The policy dialogue process under subprogram 2 was successful in charting several follow-up reform steps that will be crucial to achieve going forward and that can benefit from further ADB support. The ADB team and the authorities agreed on a PPEF through which both parties can lock-in a working-level commitment to jointly prepare proposals for the next phase of associated reforms, i.e., reforms that are a natural sequence or necessary for subprogram 2 reforms to come to full fruition in terms of impact on the ground. As reflected in the new ADB Country Partnership Strategy for Azerbaijan (2019 2023), a second ADB programmatic assistance engagement is also being planned for 2021 2022, and the expectation is that implementing the PPEF will help keep close policy dialogue engagement and the current reform momentum, and possibly feed into the design of that forthcoming program processing effort. The proposed TA is closely aligned with the new ADB country partnership strategy (2019-2023) and is included in ADB's country operations business plan for Azerbaijan. It is also in line with ADB's Strategy 2030, which prioritizes developing public sector and market institutions to support the development of the private sector and enhance financial stability (i.e. operational priority area 6 to strengthen governance and institutional capacity).

Consulting Services ADB will engage the consultants following the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. A team of specialists and one firm are required to implement the TA's outputs and activities and meet its objectives. ADB will engage the services of international and national consultants, mostly on an individual basis, as the required consultants' skills mix and qualifications are diverse and difficult to source from one consulting firm. However, for particular training activities, specialized entities will be engaged directly as firms.
