Regional: Enhancing Knowledge as Public Goods for Project Innovation, Demonstration, and Replication
The knowledge and support technical assistance (TA) will enhance knowledge sharing, contribute to increased capacity of policymakers and project managers, and promote innovation in development projects among ADB's developing member countries (DMCs). The TA will support the identification, capture, and dissemination of good and innovative practices and lessons from ADB projects in the People's Republic of China (PRC); and disseminate these through knowledge products; multimedia products; and_trainings, workshops, and field visits for government officials from other DMCs. The TA will support both north-south and south-south knowledge sharing through the identification, capture, and sharing of innovative practices and lessons for the People's Republic of China (PRC) as well as for other DMCs; and disseminate these through knowledge products; multimedia products; and_knowledge events such as trainings, workshops, and field visits for government officials from other DMCs. The TA will explore new partnerships with external institutions as well as enable the close coordination among ADB operation departments in identifying and designing these knowledge activities. | ||||
Project Rationale and Linkage to Country/Regional Strategy | ADB's experience in development work in the PRC holds much potential for replication in other DMCs. This potential has not been fully harnessed. Good and innovative practices in development have not been replicated, and lessons have not been effectively shared with other DMCs. This could be attributed to: (i) a lack of formal mechanisms to capture and share knowledge and innovative practices from ADB projects; (ii) lessons and practices have not been effectively identified, captured, and documented; and (iii) the limited knowledge of government officials. This has, in turn, contributed to the recurrence of similar mistakes and pitfalls in the design and implementation of new ADB projects. However, these could be attributed to two root causesthe lack of incentives in ADB to encourage staff to capture and share knowledge from projects; and the limited interactions among policymakers and project implementers across DMCs, and staff across ADB divisions and departments. | ||||

Status of Implementation Progress (Outputs, Activities, and Issues) | The TA supported the First East Asia Forum (EAF) held on 20-21 April 2022. The TA supported the production of a video on ADB's initiatives on air pollution in the PRC, particularly in the Beijiing-Tianjin-Hebei (BTH) region._The video showcased the key interventions and highlights of the integrated approach to air pollution in the PRC and was shared in the EAF, which was attended by participants from various DMCs. The TA also supported shorter clips on livable cities, and high quality growth, sharing the PRC's experience on these areas during the EAF. The TA also supported the participation of panelists in the EAF - Mr. Ma Jun who shared the framework for financing climate transitions; and Mr. Jonathan Walters who provided an overview of decarbonization trends globally. The TA also supported the publication of two blogs: Your Questions Answered: How Do We Achieve Decarbonization? published by Mr. Jonathan Walters and Ms. Akiko Terada-Hagiwara on 8 August 2022; and Transition Finance is Critical to Address Climate Change by Mr. Ma Jun and Ms. Akiko-Terada Hagiwara published on 8 September 2022. Presentations were made to various sector and thematic groups and a call for proposals was made to support south-south knowledge sharing under the TA. An online application form for proposals has been developed. The TA is supporting the development of multimedia products (videos) on ADB projects in the PRC on green development/climate change. The multimedia products will be shared in several seminars for other ADB DMCs. The TA is also supporting the design of said seminars which will be venues for South-South sharing based on ADB's climate-related projects in the PRC. |
