Georgia: Silk Road Forum
This TA is proposed to support the government of Georgia to organize and hold a Silk Road forum planned for the third quarter of 2023 in Tbilisi, Georgia. The forum's goal is to: (i) discuss ways to enhance regional cooperation through cross-border transport and energy connectivity, trade facilitation and commerce along the Silk Road; (ii) help coordinate transport infrastructure investments and policy interventions aimed at achieving the uninterrupted flow of goods through Silk Road corridors; and (iii) stimulate regional trade and commerce by identifying investment opportunities and facilitating business-to-business meetings and public-private dialogue.

Description | This TA is proposed to support the government of Georgia to organize and hold a Silk Road forum planned for the third quarter of 2023 in Tbilisi, Georgia. The forum's goal is to: (i) discuss ways to enhance regional cooperation through cross-border transport and energy connectivity, trade facilitation and commerce along the Silk Road; (ii) help coordinate transport infrastructure investments and policy interventions aimed at achieving the uninterrupted flow of goods through Silk Road corridors; and (iii) stimulate regional trade and commerce by identifying investment opportunities and facilitating business-to-business meetings and public-private dialogue. The forum will be opened by the Prime Minister of Georgia and it is expected to attract at least 800 high-level government officials, private sector stakeholders, representatives of development partner institutions, business associations, and other relevant organizations from ADB member countries. The forum will consist of several moderated sector panels attended by high profile guest speakers and business-to-business meetings. During the forum, information on investment opportunities in Georgia will be disseminated through thematic panels and country information materials to be distributed to the participants. |

Project Rationale and Linkage to Country/Regional Strategy | By extending this technical assistance for the proposed Silk Road forum in Tbilisi, ADB will support Georgia as a venue for policy makers, private sector, development partners and other stakeholders to discuss ways to deepen regional cooperation along the Silk Road through improved transport and energy links, trade facilitation, and cross-border investment. The Forum will highlight CAREC's achievements in regional integration, particularly in the areas of transport and energy, and the future CAREC agenda, including under Georgia's chairmanship in 2023. The TA will also support and inform integration into the forum of the themes of green and climate resilient growth, equity and inclusion. It will support high-level and technical consultation meetings, expert panels and workshops, and broader stakeholder consultations, designed to make the Silk Road forum program evidence-based and participatory. The proposed TA is fully aligned with the ADB's country partnership strategy for Georgia, 2019-2023, which emphasizes Georgia's strong potential as a regional trade and logistics hub and the importance of ADB assistance for materializing such potential. |

Consulting Services | 17.The firm will be recruited through the simplified consultants' qualification selection (SCQS) method. SCQS was selected given that the consulting assignment is estimated at below $50,000 and is short-term. A national individual consultant, with inputs of 3 person months, will be recruited on a competitive basis, to coordinate the preparatory activities. Resource persons will also be recruited as conference facilitators, speakers, and sector experts. ADB will engage the consultants and carry out procurement following the ADB Procurement Policy (2017, as amended from time to time) and its associated staff instructions. |
