Mr. Rui Liu (A.K.A “Ray”) is a health specialist from the Health Sector Group of ADB, where he focuses on strengthening the health systems to deliver COVID-19 vaccines in the Asia and Pacific Region, as well as supporting scaling up operations in the health sector in terms of: (i) improve health outcomes, especially for the poor and most vulnerable, with particular attention to outcomes related to expanding Universal Health Coverage (UHC) including the increasingly important challenge of non-communicable diseases; (ii) expand access to high-quality health services, interventions and technologies that give the most value for money; (iii) strengthen health systems for results that are compatible with appropriate incentives, and with attention to the complex, adaptive nature of those systems; (iv) establish and improve health financing mechanisms that promote efficiency, equity and sustainability of investments; (v) harness multisectoral policies and investments for better health, nutrition and population outcomes, (vii) develop and learn from rigorous impact evaluations, and so on.

Prior to ADB, he worked in the World Bank Health, Nutrition and Population Global Practice as a health specialist leading on analytical and operational health projects, he had also worked at the World Health Organization and various research institutions around the world, including Peking University, University of California at Berkeley, and University of California at San Francisco.
