Financing Instruments and Modalities: Project Design Facility

Institutional Document | January 2014

ADB's Project Design Advance Facility was established to harmonize ADB's approach with its development partners. The pilot period, with modifications, is proposed for extension until 31 December 2017.

ADB's Board of Directors approved the Project Design Advance Facility in 2011 on a pilot basis for an initial period from 12 April 2011 to 31 December 2013. The facility was established with a commitment authority of $150 million. A review of the facility indicates that it could offer a useful complement to other ADB financing modalities but that implementation issues impede its greater use.

The pilot period of the PDF was proposed to be extended with a few modifications to address these issues. Before the extended pilot phase expires, ADB Management will report to the Board on the results achieved, and propose whether the facility should be mainstreamed, further revised, or discontinued.
