Tonga: Strengthening Macroeconomic Resilience Program
The program was approved to address the impacts of the pandemic and to continue the reforms under the Tonga Strategic Development Framework (TSDF), 2015–2025. The intended impact of the program was a more inclusive, sustainable, and dynamic knowledge-based economy promoted; a more responsive good governance achieved; and adverse social and economic impact by the COVID‑19 pandemic reduced. Its expected outcome was an enhanced macroeconomic resilience of Tonga. This report validates the completion report's assessment of the program. IED overall assessment: Less than successful. -

Tuvalu: Improved Fiscal and Infrastructure Management Program
The program facilitated reforms aimed at improving public financial management (PFM) and infrastructure management. It sought to improve the quality, efficiency, and accountability of Tuvalu’s public financial system and practices. The program also supported the strengthening of Tuvalu’s institutional and legal framework to better construct, manage, and maintain public and private physical assets—with the objective of improving service delivery. This report validates the completion report's assessment of the program. IED overall assessment: Successful. -

Creating Knowledge Solutions for the Pacific
The knowledge and support technical assistance will deliver a range of knowledge solutions for the 14 Pacific developing member countries of the Asian Development Bank. TA resources will specifically help implement ADB's Pacific Knowledge Plan, described in the Pacific Approach 2021-2025, and will focus on developing knowledge and capacity for a more resilient Pacific. Promoting Climate-Resilient and Sustainable Blue Economies
The knowledge and support TA will support the establishment and initial implementation phase of the Blue Pacific Finance Hub (BPFH), a new regional initiative to support increased investments in ADB's 14 Pacific DMCs in climate-resilient and sustainable blue economies, through support for governance and planning, identification of issues and opportunities, regional capacity development, and knowledge sharing. Operations, Knowledge, and Analytics Support in Fragile and Conflict-Affected Situations and Small Island Developing States
The TA will provide strategic support to enhance DMC and ADB capacity to implement differentiated approaches in fragile and conflict situations (FCAS) and in small island developing states (SIDS). Based on assessment of the causes and drivers of fragility and the multidimensional nature of risks and resilience factors, it will develop and apply new knowledge products, analytical tools, and business processes and procedures, adopt innovative technologies, and recruit experts experienced in these technologies.
