This manual outlines work processes and procedures in cofinancing projects with support of ADB and the Agence Française de Développement (AFD), aiming to help staff synchronize activities and initiatives.

ADB and Agence Française de Développement (AFD) have had a long history of cooperation. Since 2010, this cooperation has intensified based on a programmatic approach and ADB and AFD each aim to provide $1.3 billion of cofinancing to a joint pipeline from 2013–2016.

To reach this aim, everyone involved in cofinancing needs to be equipped with a mutual understanding of the partners' internal processes and procedures. How can cofinancing become part of a project? Who is doing what, when and how?

The key to success is alignment and harmonization. This Guide serves as a practical reference manual outlining ADB's and AFD's internal arrangements to guide staff on cofinancing, and to synchronize their work accordingly.
