Kazakhstan Resident Mission organized an online workshop to discuss key findings of ADB’s Financial Inclusion Diagnostic Study, challenges and ways to improve MSMEs’ access to finance. Representatives of DAMU Entrepreneurship Development Fund, National Chamber of Entrepreneurs and microfinance organizations participated in the discussion.

In his interview wth Interfax, Kazakhstan Country Director Nariman Mannapbekov spoke about ADB’s support to the country in response to the COVID-19 pandemic, ADB’s ongoing projects in Kazakhstan, and the CAREC program developments.

ADB and KazAvtoZhol signed a loan agreement for the Loan 3829-KAZ: CAREC Corridors 1 and 6 Connector Road (Aktobe-Kandyagash) Reconstruction Project in the total amount of KZT 64,025,854,400. The project will help upgrading the existing two-lane highway, which connects cities of Aktobe and Kandyagash, to a divided four-lane one equipped with climate-resilient features, while constructing gender-sensitive service facilities. Country Director Giovanni Capannelli and UNDP Resident Representative Yakup Beris signed an administrative arrangement in Nur-Sultan to allocate additional $128 thousand for a joint project to support Kazakhstan in creating a sustainable medical waste management system in response to the COVID-19 situation. The project will strengthen the capacity of the country’s health system in responding to the pandemic through the development of harmonized medical waste treatment standards, the creation of an effective healthcare waste disposal database, and the provision of knowledge solutions to medical workers.

ADB organized a regional challenge for local tech entrepreneurs on 3-4 December in Kostanay region. The Hackathon’s main objective was to develop an innovative ecosystem in the region and find solutions in the areas of tourism, education and smart city through an active engagement of local authorities, academia, business and startup communities. 25 teams were established and 17 of them presented their innovative ideas. 5 ideas were selected as pilots to be jointly launched with the local administration and Smart City software developers. The Hackathon that gathered 130 participants from the region was organized under ADB’s TA for the development of small and medium enterprises and entrepreneurship in Kostanay region.

Country Director Giovanni Capannelli and Deputy Director of Gas Sector Department of Kazakhstan’s Ministry of Energy Kuanysh Sarsekeyev opened the Workshop organized by ADB with the help of Carbon Limits. Discussions focused on emissions’ reduction opportunities, cost-effective strategies and the role played by climate finance to help countries progress along their path toward sustainable development. More than 30 representatives of government agencies, oil and gas companies, and IFIs participated in the workshop.

President Nakao met on 15 November with Kazakhstan’s President Mr. Kassym-Jomart Tokayev in Nur-Sultan. His visit marked 25 years of ADB cooperation with Kazakhstan. President Nakao congratulated the Government on the successful partnership and reiterated ADB’s long-term commitment to supporting the country’s development. President Nakao also met with the Prime Minister Mr. Askar Mamin, Minister of National Economy and ADB Governor Mr. Ruslan Dalenov, and Governor of the National Bank of Kazakhstan Mr. Erbolat Dossaev. He witnessed the signing of a $100 million-equivalent local currency loan to the Housing Constructing and Savings Banks of Kazakhstan to promote gender equality in housing finance. The loan will be financed by issuing local currency bonds, introducing an innovation for the whole of ADB sovereign operations. Jointly with the Mayor of Nur-Sultan city Mr. Altay Kulginov, President Nakao launched an ADB-supported clean technology project. At the first ADB’s brainstorming session with the Government on 16 November, President Nakao and Prime Minister Mamin discussed ways to improve Kazakhstan’s competitiveness.

The Ministry of National Economy of Kazakhstan jointly with ADB and UNDP organized the First Regional SDGs Summit: Mobilizing Finance for SDGs on 15-16 November at the UN House in Almaty. Kazakhstan First Deputy Prime-Minister, Mr. Alikhan Smailov opened the Summit. The SDG activist and former President of the Kyrgyz Republic, Ms. Roza Otunbayeva gave a keynote speech. CWRD DG Werner Liepach participated in the Summit’s Strategic Policy Dialogue session, together with UNDP’s Regional Hub Manager of Bureau for Europe and CIS, Mr. Gerd Trogermann and high-level government officials from Azerbaijan, Kazakhstan and the Kyrgyz Republic. In his remarks, DG Liepach highlighted ADB’s role in promoting SDG financing in the region. This year’s discussions focused on energy, water and climate resilience. CWRC Director Safdar Parvez moderated the session on strengthening regional cooperation, SDCC Chief of the Energy Sector Group Yongping Zhai moderated the session on energy financing, and SDCC Principal Climate Change Specialist Frederic Asseline shared ADB’s experience in climate resilience financing. The Summit gathered over 300 participants, including government officials, civil society, private sector and international organizations representatives from CAREC countries.

Kazakhstan’s Minister of National Economy Ruslan Dalenov and ADB Country Director for Kazakhstan Giovanni Capannelli opened the first PPP international forum themed “PPP and ESG Investment Factors” that was held in Nur-Sultan City on 30-31 October. The forum discussed how PPP improves infrastructure services' performance, the challenges in mobilizing private sector participation and ADB’s financing tools for PPPs, among others. The forum was jointly organized by ADB, the Kazakhstan Ministry of National Economy and the PPP Center. It gathered over 900 participants, including senior government officials and business community from Central and West Asia.

Country Director Giovanni Capannelli participated in the Kazenergy Forum and the Renewable Energy Summit organized as part of the Kazakhstan Energy Week on 25-26 September in Nur-Sultan. In his remarks, he highlighted ADB’s commitment to financing climate mitigation and adaptation projects under Strategy 2030, and the bank’s support to promoting energy efficiency and renewable energy in Kazakhstan and the CAREC region. During the Forum Minister of Energy Kanat Bozumbayev and Giovanni Capannelli signed an MOU structuring ADB’s future support to the country’s energy sector.
